Fine Free Trial Period

As a way to remove financial barriers to library service, the Leavenworth Public Library’s Board of Directors has authorized a trial period for eliminating overdue fines starting April 1 through September 30, 2019.

Hundreds of patron cards are blocked due solely to fines over $10. Charging fines does not encourage patrons to return items. As a result, many overdue items are not returned because patrons think they owe a large amount, although overdue fines on an item stop accumulating at $3.

Thousands of patrons have fines under $10 but may not be able to pay, particularly children. The Library’s fine collections have dropped 28 percent since 2011. In 2018, fine collections represented less than one percent of library revenues. Only eight percent of all items borrowed in an average month are returned late.

During the six month test phase, the following will apply:

  • All existing fines will be cleared and no overdue fines will be charged during the trial period
  • Patrons are encouraged to return any overdue materials they have
  • Patrons will still be responsible for fees on lost and damaged items
  • Donations will be accepted in lieu of fines if a patron chooses
  • Data will be collected during the trial period to determine if a permanent fine free policy will be adopted
